Integration of SAM Tool

built from kinda scratch this was supposed to be a ulx/sourcebans replacement if we ever got big enough/survived long enough

players banned from the web are automatically banned in game and rank system works semi flawlessly

Reports and logs are always updated as soon as they come through

Players logging into this page automatically get updated into our db both in game and web as was eventually to support prometheus a popular donation addon

but i have lost the files and i believe i originally got it from zero so technically not mine :p

also not pictured, report resolving from the web, for whatever that case might be
